Oaxaca Government Launches “Primavera Oaxaqueña” Scholarships for U.S. Study

On June 5, 2025, the Government of Oaxaca opened applications for the “Primavera Oaxaqueña” mobility scholarship program, designed to benefit university students studying to become English as a Second Language (ESL) instructors, as well as professionals seeking graduate degrees at accredited institutions in the United States. The initiative, spearheaded by the Oaxaca State Secretariat of Public Education (SEP Oaxaca) in partnership with the Mexico–United States Commission for Educational and Cultural Exchange (Comexus), will remain open through June 27.

Undergraduates enrolled in English-teacher training programs who maintain a minimum GPA of 8.5 on a 10-point scale, have no failed courses, and demonstrate at least a B2 English proficiency level are eligible for summer academic residencies at select U.S. campuses, as approved by Comexus. The scholarship covers tuition, round-trip airfare from Oaxaca, room and board, health insurance, academic materials, and J-1 visa application costs, all backed by the U.S. Embassy in Mexico. Applicants must be enrolled at an accredited institution in Oaxaca, have no outstanding academic sanctions, and submit their forms via the Comexus online portal.

Graduate-level candidates in areas such as natural sciences, mathematics, engineering, manufacturing, construction, arts, humanities, social sciences, and law are also encouraged to apply. The scholarship program covers similar expenses—program fees, travel, accommodation, insurance, and visa processing—mitigating financial barriers that often limit international study opportunities. SEP Oaxaca emphasizes that through “Primavera Oaxaqueña,” the state government aims to strengthen human capital and foster cultural exchange by exposing Oaxacan students and professionals to international best practices. “These scholarships not only broaden academic horizons but also enhance employment prospects and intercultural competencies,” said a SEP Oaxaca representative during the announcement. By investing in tomorrow’s educators and experts, the initiative seeks to elevate Oaxaca’s educational standards and global competitiveness.
